OP CONKIE was a coordinated regional exercise focusing on the examination of “Fast Parcels”. The Express/Postal mail industry is often referred to as “Fast Parcels”. The Express/Postal mail industry is a global industry.

The use of Express /Post Mail was deemed to be a risk for movement of illicit goods, illegal medicines and cash globally.  Recent intelligence reporting in JIO/MIB/01/06, JIO/MIB/02/06 and JIO/IA/01/06 had highlighted a current trend of contraband mainly cocaine being sent in “fast parcels” to addresses in Canada and United Kingdom from the Caribbean region.
